Welcome to PCN Helper (pcnhelper.co.uk), a website operated by an individual trading as PCN Helper.
By using this website and submitting a PCN appeal request, you agree to be bound by these Terms and Conditions. If you do not agree, please do not use the service.

  1. Service Description

PCN Helper provides assistance with drafting and submitting informal and formal representations or appeals against Penalty Charge Notices (PCNs) issued by local authorities or private parking companies in the United Kingdom.

We are not a law firm and do not provide legal advice. We assist with administrative tasks and appeal preparation only.

  1. User Responsibilities

By using our service, you confirm that:

All information you provide is true, accurate, and complete

You are the registered keeper or authorised driver of the vehicle in question

You have read and understood the content of the appeal before submission (if we submit on your behalf)

  1. Fees and Payments

Some of our services, such as appeal drafting and/or appeal submission, may incur a fee. Current fees are clearly displayed on our website and at the point of purchase. We reserve the right to offer temporary discounts, free trials, or promotional pricing at our discretion.
All payments are processed securely via Stripe or other third-party payment gateways.

  1. Refund Guarantee for the paid submission service

In addition to the above, PCN Helper offers a refund guarantee for the paid submission service under the following conditions:

  • The refund applies only to the paid appeal submission service ordered and paid for via https://pcnhelper.co.uk/full-form/ or https://pcnhelper.co.uk/form-2/.
  • A refund is available only if the PCN issuer issues a written rejection that explicitly refers to the appeal submitted by PCN Helper and confirms the charge will not be cancelled or reduced.
  • Refund requests must be made within 60 days of the submission confirmation.
  • To request a refund, the customer must provide:
    • The official written rejection from the PCN issuer (email or letter with identifiable sender and date); and
    • A copy of PCN Helper’s confirmation showing we submitted the appeal.
  • PCN Helper will verify that the rejection is genuine and corresponds to the appeal we submitted.
  • Any falsified or altered documents will void the guarantee and may be reported to the relevant authority.
  • Verified refunds will be issued to the original payment method within 7 business days.
  • If the appeal is still under review or the issuer’s response is inconclusive, the refund will not be processed until a final written rejection is provided.
  1. No Guarantee of Outcome

We do not guarantee that any appeal or representation will be successful.
Appeal outcomes are at the sole discretion of the issuing authority.

  1. Privacy and Data Use

We collect and store your personal data solely for the purpose of preparing and managing your PCN appeal.

  1. Limitation of Liability

To the fullest extent permitted by law, PCN Helper is not liable for any direct, indirect, incidental, or consequential loss arising from your use of the website or services.

  1. Intellectual Property
